Overview of the Kerala Lottery

For the Indian States that have legalized lotteries or plan to do so in the future, Kerala has always been an inspiration. Also known as God’s own country, this is the first State to introduce India to the concept of government-backed paper lotteries.

The Kerala Lottery Department was set up in 1967 way before the Lotteries (Regulation) Act was introduced. Late Shri. P. K. Kunju, who was a renowned political figure in the State, was the face behind the idea. The motive was to generate revenue through the sale of lotteries and produce employment for people belonging to the marginalized section of society.

Under the supervision of founder Shri. P. K. Seydu Mohammed, tickets for the first-ever lottery draw were released in Kerala on 1 September 1967. Each ticket was priced at ₹1. A sum of ₹50K was declared as the jackpot. The first Kerala Government lottery draw was conducted on 1 January 1968.

Over the years, several other Indian States have drawn inspiration from Kerala to run their own lotteries. 12 of them have succeeded and the rest have either decided to ban lotteries or are still debating over the practicability.

However, Kerala has remained at the top in terms of credibility, reliability, and transparency. Its proactive measures to conduct lottery has generated not only income but also employment in the State.

Currently, the Lottery Department of Kerala runs 14 schemes, out of which, 7 are conducted weekly, 1 monthly, and 6 yearly as follows:

Weekly Draws

The Department conducts these 7 weekly draws Monday through Sunday once between 2:30 PM and 5:30 PM:

The Directorate of Kerala State Lotteries conducts 6 yearly Bumper draws as follows:

Kerala Paper Lotteries (Regulation) Rules 2005

According to the Kerala Paper Lotteries (Regulation) Rules 2005, the State of Kerala can conduct a paper lottery provided it obliges to the Lotteries (Regulation) Act 1998. The following clauses have been laid down in it:

  • The Director of State Lotteries in Kerala shall decide the model and design of the tickets before they are printed.
  • Each ticket shall bear the signature of the Director, logo of the State Government, name of lottery, draw number, date of draw, cost, and other important details.
  • Tickets shall be printed at a Government Press or a high-security press approved by the Government.
  • Authorized sellers shall be issued identity cards.
  • Money from the sale of tickets shall be credited to the State exchequer.
  • Tickets once sold shall not be taken back.
  • Unsold tickets shall be kept marked with a ‘V' cut on the number and later disposed of.
  • Draws shall generally be conducted in Thiruvananthapuram between 2.30 p.m. and 5.30 p.m under the supervision of a panel of Judges.
  • Payment of winnings shall be in the form of Demand Draft, ticket exchange, or cash.
  • The winning ticket shall be submitted to the Lottery Department within 30 days from the date of publishing of the results.
  • Winners shall claim the prize directly or by post or through a Nationalised/Scheduled/State Co-operative/District Co-operative Bank.
  • Prize of up to ₹1 lakh rupees shall be paid by the District Lottery Officer.
  • Prize above ₹1 lakh and up to ₹20 lakh shall be paid out by the Deputy Director of Lotteries.
  • Prizes above ₹20 lakh shall be paid out by the Director of Lotteries.
